Canada’s Ombudsman for Banking Services and Investments (OBSI) is a national, independent and not-for-profit organization that helps resolve and reduce disputes between consumers and financial services firms in both official languages. OBSI is responsive to consumer inquiries, conducts fair and accessible investigations of unresolved disputes, and shares its knowledge and expertise with the stakeholders and the public. If a consumer has a complaint against an OBSI participating bank or investment firm that they are not able to resolve with the bank or firm, OBSI will investigate at no cost to the consumer.

Job Title: Senior Application & Systems Developer

Reporting to: Senior Manager, Information Technology

Vacancy: New vacancy

Salary Range: : $100,000 – $120,000; with the placement and offered salary being based on knowledge, skills, education/training and experience, as well as external market conditions and internal equity

Workplace Type: Hybrid arrangement with 2 days per week in office. The OBSI office is located in downtown Toronto.

DUTIES AND RESPONSIBILITIES

OBSI’s Dynamics 365, Office 365, Power Platform, and other business applications are central to OBSI’s operations and the delivery of consistent and timely services to Canadian financial services consumers and firms. Our data is also critical to delivering accurate and valuable reporting to internal and external stakeholders. The Senior Application & Systems Developer is responsible for:

  • Developing solutions using Dynamics 365, SharePoint, Power Apps, third-party

applications, and AI enabled tools including Copilot Studio, Copilot Agents, AI-assisted coding tools, and Azure AI services to automate processes and improve staff productivity in OBSI’s case management environment.

  • Writing and managing code for applications, integrations, automation, and

processes using appropriate technologies such as C#, .NET, JavaScript, Python, PowerShell, Azure Functions, and AI-assisted development tools such as Codex where appropriate.

  • Designing and supporting automation and serverless integration patterns using

tools such as PowerShell, Python, Azure Functions, REST APIs, and Microsoft cloud services.

  • Applying OBSI’s software development lifecycle, solution management, and

impact analysis processes, including the incorporation of appropriate security and risk management controls and procedures.

  • Participating in application support activities, including investigating

issues, resolving issues for end users and escalating problems to external support providers.

  • Advocating for and contributing to an innovative and continuous improvement

culture. The Senior Application & Systems Developer will be influencing the work we do creatively and positively, taking advantage of opportunities as they present themselves and suggest innovations.

EXPERIENCE

  • 5-10 years' experience in IT application and database development,

maintenance, and reporting.

  • Significant expertise in Microsoft Dynamics 365, SharePoint, Power Platform,

Copilot Studio, Azure Functions, and web applications.

  • Experience using AI-assisted development tools, coding agents, Copilot

Studio, and Azure AI services to improve automation, productivity, knowledge access, and application delivery.

  • Demonstrated ability to effectively communicate and prioritize complex tasks

to successfully manage multiple simultaneous projects under pressure.

  • Experience in identifying and integrating new technologies to maximize

employee productivity while improving user experiences and managing change.

  • Strong analytical, troubleshooting, and problem-solving skills.
  • Strong professional verbal and written communication skills.
  • Ability to understand business needs and recommend practical, secure

solutions that improve productivity and service delivery.

  • Adaptability and flexibility, including the ability to reprioritize when

circumstances demand it.
